Paul Seals, a shareholder in the firm, has over 35 years of experience in environmental regulatory matters. His practice includes environmental public law and policy, licensing and compliance matters. In addition to providing environmental counseling on numerous project development, liability and compliance issues, including environmental due diligence associated with corporate and real estate transactions, he has experience in both administrative and judicial litigation. Mr. Seals is rated AV by Martindale-Hubbell and is listed in Chambers USA: America’s Leading Lawyers for Business, The Best Lawyers in America and Who’s Who in America, Who’s Who Legal. He has been named in surveys by his peers in the Texas legal field as a “Super Lawyer” in Texas Monthly Magazine.
Prior to entering private practice in 1987, Mr. Seals served for 15 years in senior positions in federal and state government. As former regional counsel in the Dallas, Texas, office of the U.S. Environmental Protection Agency, he directed the legal activities related to the implementation of federal environmental programs, as well as the oversight of authorized state environmental programs in the regional office that encompassed the states of Arkansas, Louisiana, New Mexico, Oklahoma and Texas. Earlier, Mr. Seals was assistant general counsel for the Texas Department of Water Resources, a predecessor agency of the Texas Commission on Environmental Quality, where he played a major role in the development and implementation of the state's water quality, hazardous waste and underground injection control programs.
Mr. Seals received his B.A. maxima cum laude in economics from St. Edward's University in 1972 and his J.D. from the University of Texas School of Law in 1975. He is a member of the State Bar of Texas and has served as chair of the Environmental and Natural Resources Law Section. He is also a member of the Austin Bar Association and serves on the advisory board of its Environmental, Natural Resources and Water Law Section.
